Keynote and Remarks
Patrick Wesner joined USAID/Philippines as the Deputy Mission Director in July 2018. Mr. Wesner is a commissioned Foreign Service Officer and has served in Washington, D.C., Malawi, Mozambique. Afghanistan, and Kansas. Mr. Wesner has also served as the Deputy Director of the Program Office at USAID/Afghanistan, and Program Officer Director in Malawi and Mozambique. Prior to joining USAID, Mr. Wesner worked for the U.S. Department of Labor as an International Relations Officer and as a Peace Corps Volunteer in Ethiopia.
Vivencio Dizon is the current Presidential Adviser on Flagship Programs and Projects. He is also the President and Chief Executive Officer of the Bases Conversion and Development Authority. Prior to holding executive positions in BCDA, he held government positions as a Consultant of then Senator Alan Cayetano and became a Chief of Staff for the Office of Senator Edgardo Angara.

Elizabeth Milsom is the Lead of the Global Future Cities Prosperity Fund Programme, under the UK Foreign and Commonwealth Office. She has a solid experience as Programme Manager with a demonstrated history of working in Government. She worked as Project Manager for the Department for Business, Energy and Industrial Strategy (BEIS) and as Senior Scientific Officer for the Department of Energy and Climate Change. She has a strong programme and project management background and scientific professional skilled in Sustainable Development, Innovation Management, Energy Policy, Energy Efficiency, and Environmental Awareness
Nathaniel Von Einsiedel
Architect Nathaniel Von Einsiedel is currently the Chair of CONCEP, Inc., the founder and President of Urban Partnership Foundation, and ASSURE. As a registered architect and urban planner, Mr. Einsiedel became a Metro Manila Commissioner for Planning of the Human Settlements Commission and served as a Regional Director of the UN Urban Management Program.
Guillermo Luz is an Associate Director at Ayala Corporation and Chief Resilience Officer and Adviser of the Philippine Disaster Resilience Foundation He served as the private sector co-chairman of the National Competitiveness Council, a public-private council that developed strategies for the long-term competitiveness of the Philippines through policy reforms, project implementation, institution-building, and performance-monitoring.
